The COVID Alert PA App (App) is made available by the Pennsylvania Department of Health (DOH). The App is designed to assist in alerting individuals that came in close proximity with someone who later tests positive for COVID-19, and to provide information about the virus and steps for controlling the spread of the virus.

The use of this App is entirely voluntary, and it is available to download for free from the Apple App Store. The App runs on iPhones that support iOS 13.5 and higher. You must be at least 18 years of age in order to accept these terms and use the App. If you are between the ages of 13 and 17, you can only use this App if your parent or legal guardian has reviewed and agreed to the use of the App on your behalf. A parent or legal guardian must confirm that you can use the App by consenting upon download and initial usage of the App. The App is not intended for use by children under the age of 13.

How the COVID Alert PA App works

As opposed to the traditional contract tracing process where a positive COVID-19 individual may not even remember who they have been in contact with recently and for how long (for example, if the contact happened on a bus or a train or some other public venue), the App uses technology developed by Apple and Google where anonymous Random IDs (pseudo random alpha numeric values) are exchanged between mobile phones. A Random ID is generated by the phone every 10 to 20 minutes to maintain privacy and security. If you are close to someone who also uses the App on their phone, your Random ID will be saved on that person’s phone and their Random ID will be saved on your phone. All Random IDs collected will remain on your mobile device, but neither you, nor anyone else, will be able to see them. These anonymous Random IDs cannot reveal your identity to other users, DOH, Apple, Google or anyone else.

If an individual receives a positive COVID-19 diagnosis, they will receive a call from DOH or their local county or municipal health department within 24-72 hours for case investigation and contact tracing purposes. If that individual has the App downloaded a 6-digit validation code will be sent to them via SMS/text message to be entered into the App, which then gives the individual the option to upload their Random IDs to a DOH diagnosis keys server.

Users who were in close contact with a positive COVID-19 individual who submitted their 6-digit code in the app will receive an Exposure Alert. The app knows when to provide the user with an Exposure Alert by downloading the latest diagnosis keys from the server every four hours and checking for matches. These diagnosis keys are checked for matches against the Random IDs of the contacts that have been collected by your phone. If there is a match, you will be notified in the app that you were in close contact with a person who was recently diagnosed with COVID-19. This is called an “Exposure Alert. To ensure that Exposure Alerts work properly, users must have COVID-19 Exposure Notification Services (ENS) enabled on their phone. Users have the option to enable the COVID-19 ENS and permit their phone to display notifications when they have been exposed to someone who has tested positive for COVID-19. Users can turn off this functionality in the settings page of the App.

In the event you receive an Exposure Notification, you will be offered advice on the Exposure Notification Information screen, and if you would like to speak with a public health representative, you can provide your phone number and someone from DOH will call you.

It is important to note that both traditional contact tracing and the App never reveal the identity of any person using the App to other App users, and never reveal who has been diagnosed as positive for COVID-19. Also, if you do not want a call from a public health representative and do not enter your phone number, DOH will not know whether you have received an Exposure Notification.

  • Error Code 107

    The app isn’t working for me- I can’t really open it/move on beyond the opening page. I just keep getting the message “Sorry, that didn’t work properly (error code 107). Please try again.” I tried uninstalling and reinstalling the app and restarted my phone; same message and error code. Could anyone reply to this w/info on what Error Code 107 means/if there’s anything I can do on my end to make this work?

    Truly an important resource to have in order to track infection rates in PA to protect everyone. Now that vaccines are fully rolled out it would be great to see a new feature added where users could securely store COVID vaccination records.

    This app was great until it wasn’t. It always worked and was very useful as it listed detailed case activity for State and County. It only opens to a blank white page now. Tried deleting and reloading. Still only a blank white screen.

    The app hasn’t shown updated COVID data since 7/14 which is 3 days ago. Just this morning the app now only loads a white screen with no text or markings on it. Deleted and re-downloaded but still just white screen. Seems the developer or govt entity responsible for the app has abandoned the app.

    I love this app but for the past couple of days when I go to open it, it goes straight to a white blank screen and does nothing. I closed it out and even deleted it and reinstalled but still not working.

    Since yesterday when opening the app I just get a white screen. I even deleted and reinstalled the app and still get a white screen. I checked with several other people who also have the app installed and as of yesterday they can no longer see any details on the app. All they get is a blank white screen.

    I had Covid in December and could never get a code to upload from the state or county health department. They had no idea about the code for the app. Don’t rely on this to alert you of an exposure.

    I like that I can get a notification if it detects I was in proximity to someone who tested positive. At this point there is no way to log I’ve been vaccinated. Seems like a major glitch.

    Great resource for PA residents with up-to-date information on COVID-19. I’d suggest adding a way to include that a user has been vaccinated, if they want to report that information.

    This app it’s such a joke what makes it a joke is the 750,000 people that have downloaded it and only about 45,000 check in a day.But really what’s the point of using it. if you’re in a mall and nobody has to download it onto their phone then you’ll never know if anybody’s around you that has Covid service app is pretty much useless because nobody is using it because it’s inaccurate. Here get a hold of this went to Temple Main in Philadelphia PA to get my monthly shot, The day that I went there I only removed my mask one time and that was the eat lunch the cafeteria was empty and I was sitting in a corner with nobody around me four days later I started having symptoms and went and got tested for Covid two days later I got a phone call from the department of health in Philadelphia telling me that I tested positive for COVID-19 not once did that app in my brand new iPhone 12 pro not once did it alert me that’s that I was around somebody that had COVID-19. The sad part about it is that out of all those people that were in that hospital that day for various reasons probably not even one person had that app on their phone why because it doesn’t work. if the general population isn’t forced to use the app then it’s absolutely useless to have an app because the chances of somebody asked we having COVID-19 and having the app are pretty slim to none and the sick part is the department of health does not give out a six digit code it’s a privacy issue problem which now makes the app absolutely useless. so you could be walking in a Rite Aid in an aisle and the person that you pass has COVID-19 and they don’t have the app and you do and you contract COVID-19 and that stupid app doesn’t go off not one time to let you know that you’ve been exposed what’s the point of having a nap it’s pointless it’s dumb and it doesn’t work and it’s an invasion of privacy I don’t know why anybody in their right mind uses this horrible horrible app it’s completely useless, even the Pennsylvania department of health in Harrisburg told me that this app is a complete failure and you know what there right !!!

    I use it mainly to see updated numbers but it would be helpful to see the 14 or 21-day history of cases/deaths (in addition to “all”); the currently only other option of 7-day history is pretty useless because of the variation in daily reporting patterns, and because of reporting lag.

    NYTimes Magazine 2021-01-31 indicates Surveying the self-reported recent change in sense of smell is literally deliverable by telepresence/app (inherently non-contact) and is The. Best. Indicator. For COVID infection, both in individuals & at the epidemiological tracking level. For example on job site or airport checkins for individuals or epidemiologically to find “Where in my city are outbreaks concentrated?”). Crowd-sourcing self-reported experiences of smell could isolate the characteristic verbal interpretation of the smell of different strains of COVID, and alert us to new strains before first contact with medical personnel.

    I have noticed recently that the app has the daily COVID-19 stats earlier (~9AM) than the web dashboard or social media posts (~12PM). Maybe if they did the same for vaccine information, it would encourage more people to use the app.

    I’ve read complaints about functionality, battery drain and do on. My concern is validity, does it do what is claims. I have had the app since shortly after release. Since then, I have had contact with over 8 individuals that I know have had and tested positive for COVID. I have yet to receive anything like an alert or any response alerting me of that. Not sure if there are too many existing variables to ensure functionality but I’m not convinced that the app is doing what it claims. This would be an immensely valuable app if it worked. Yes, I have all notifications and all else turned on.

    This app seems like a great idea. However, it requires users to input a code given to them by their local health dept. Four members of my family tested positive recently. Only 1 of the 4 received a call from the health dept., and nobody received a code for the app. As a result, none of my family’s info is included in this app’s supposed tracing. And, the fifth person in my family has received no alerts telling them that they were exposed to Covid, even though they clearly were. Totally useless and deleting the app today.

    Never received an alert. Got COVID. Never received 6 digit code from Health Dept. after testing positive. No way to notify others of COVID exposure anonymously or otherwise. App is less than useless without this missing link. Can lead you to believe you haven’t been exposed when you might have been.

    I’ve received 0 exposure notifications living in one of the biggest COVID hotspots in the nation and having been near people who tested positive. EDIT: These people are using the app and have entered their code from the DoH. This app does not work.

    If your going to ask the public to help out and participate in contact tracing then provide an app that will work with earlier versions of IOS software. Not everyone has a fancy new IPhone and especially in these times when people can’t pay rent and afford groceries, how can they afford to upgrade to a new phone... The people in charge (Levine and Wolf) should be aware of this and push to get it fixed!

    Tested positive, but received no code. Therefore this app, due to an apparent lack of foresight and planning, is worse than useless. It makes people think that they could be notified of an exposure when in fact this is not happening.

    This is an excellent app overall. Data breakdowns and trends. The only flaw is that it appears the only users are the ones taking this seriously and be cautious. The “how are you feeling today” rates have never changed % wise where actual state numbers in the app vary. Still a good app, shame not everyone uses it. It could be amazingly helpful.

    Nobody uses it, you have to be 18 which eliminates a major portion of the population that is also susceptible to carrying/transmitting the virus, and it’s just a major waste of space at this point. If people actually used it maybe it would make sense, but until it’s widely supported you’re just offering free private info about yourself to the government.

    I tested positive for Covid and no one gave me a code for the app like they are to. The state is not the using the app as it says. Cause I know others who have tested positive and no one contacted them either. Really this app is so bad it should not even have one star.

    Knew I had likely had covid 6 days ago, have a positive test now. There is no way to report a positive test without DOH giving you a special code which you will never receive because they are too busy. It’s a waste of time, don’t bother.

    This app seems like a really useful app and I feel very safe with it and hopefully it does a good job but there is just one striking issue with this app that I don’t get at all. When you go to choose your race on the app (which firstly I don’t get why that has to be a thing but okay) it has all the other races but it seemingly excludes the Hispanic race (which I am) from the entire list which is really weird to me how someone might forget that but alright. It’s just one obvious issue I see so far that really should not be an issue

    I am impressed with the features and quality of the iPhone app. My Apple Watch un-tethers me from my iPhone so I lose the alert feature of the PA COVID-19 app when I leave my phone at home? I hope you are working on Apple Watch support with your app. Thank you.

    But I think there is something wrong with the Statistics that are displayed for each county. I’m reading in other sources that the percentages in most counties in PA are almost 10%, and yet the app shows about 50 counties in PA at 1% or less.

    I have COVID. I got a test as soon as I could after symptoms began. As soon as I got results, I contacted the number provided on the app to get a 6 digit code to enter so my casual contacts could be notified. That was on Thursday. It’s now Sunday. No code. I’ve called 3 times. So it’s now been likely 1.5 weeks since I was infected and no one has been notified by the app. RIDICULOUS. (And I notified everyone I know; this was for more casual encounters).

    Seems to do what it says but I’ve not gotten any notifications of exposure so 🤷. I do wish it would stop asking me if I want to participate every few days. Sometimes I respond to the daily check in notification and need to say that yes, I do want the thing I configured my phone for. Please stop asking me every few days.
